Converting a Basement to Living Space in Seattle: Permits, Egress, and Costs
Many Seattle homes have basements that are used for storage but could be converted to valuable living space — a bedroom, family room, home office, or ADU. Here is what the conversion requires.

Ceiling Height
Habitable space in Seattle requires a minimum 7-foot clear ceiling height (7’6″ under beams). Many Seattle basements have 7’6″-8′ floor-to-ceiling height, which works. Basements with lower existing heights may require underpinning (lowering the slab) — an expensive option.
Egress Requirements
Sleeping rooms (bedrooms) below grade require an egress window with minimum 5.7 sq ft net clear opening and a maximum sill height of 44″ above the floor. If the window well is deeper than 44″, a ladder is required. Adding egress windows typically requires excavating a window well and cutting the foundation.
Moisture Control
Below-grade spaces in Seattle are subject to moisture intrusion. A thorough waterproofing assessment is essential before investing in basement finishing. Interior drainage systems and vapor barriers are standard; exterior waterproofing is more effective but requires excavation.
ADU Basement Conversion
Converting a basement to an ADU adds kitchen requirements (separate cooking facilities, separate entrance) and may trigger additional accessibility requirements.
