Why Issaquah Architecture Is More Complex Than It Looks

Issaquah looks like one city on a map, but it behaves like three very different planning environments depending on where your property sits. I’ve worked with homeowners in all three sub-areas — Old Town, Issaquah Highlands, and the rural foothills — and the difference in regulatory complexity between them is substantial. Getting the jurisdiction wrong at the start of a project is an expensive mistake.

Old Town Issaquah

The original Issaquah townsite and surrounding residential neighborhoods form what I call Old Town — the area along Front Street, the flat land near Lake Sammamish State Park, and the grid streets of the historic core. Properties here fall under City of Issaquah jurisdiction, which means permitting through Issaquah’s Community Planning and Development department.

Old Town lots tend to be smaller (6,000–12,000 sq ft is common), with older housing stock from the 1950s–1980s. Many back onto Issaquah Creek or Tibbetts Creek, which triggers shoreline and critical area regulations. The flat topography near the creek floodplain looks buildable on a site visit but often carries development constraints that require careful analysis.

Issaquah Highlands

Issaquah Highlands is a master-planned community on the plateau northeast of downtown, built primarily between 1998 and 2015. Properties here are within City of Issaquah jurisdiction for building permits, but they’re also subject to Issaquah Highlands Community Association (IHCA) Design Review Committee (DRC) approval for any exterior changes, additions, or new construction.

The DRC review runs parallel to, not instead of, the city permit process — and it has its own design standards, material palettes, and submittal requirements. I’ve navigated DRC review for Highlands clients and know that early coordination with the DRC before finalizing design is essential. Submitting to the DRC after the building permit is in for review risks having to redesign to DRC standards, which can invalidate the permit application.

Issaquah Alps / Rural Foothills

Properties in the foothills — including areas along Issaquah-Hobart Road, Tiger Mountain, and unincorporated areas adjacent to the Issaquah Alps — often fall under King County jurisdiction rather than City of Issaquah. King County permits through its Permitting Division (formerly DPER), which uses different code sections, fee structures, and review timelines than the City.

Rural foothill lots also face the most challenging critical area constraints, including significant steep slopes, wildlife corridors, and coal mine hazard areas that require specific geotechnical analysis.

Issaquah Critical Areas: More Than Just Slopes

Issaquah sits at the foot of the Issaquah Alps — Tiger Mountain, Squak Mountain, and Cougar Mountain — which means the city’s critical area regulations are both extensive and actively enforced. The key constraints I analyze for every Issaquah project:

Coal mine hazard areas deserve particular attention. Issaquah sits over historical coal mining operations (the Newcastle and Issaquah coal fields), and certain areas in east Issaquah and the surrounding foothills contain documented mine shafts and subsidence risks. The City of Issaquah’s GIS mapping identifies coal mine hazard areas, and properties within them require a coal mine hazard assessment from a licensed geotechnical engineer before any permit can be issued — even for additions. This is a constraint that surprises homeowners who weren’t aware of the mining history.

HB 1337 and ADU Feasibility in Issaquah

Washington State’s House Bill 1337 (effective 2023, expanded 2025) significantly changed ADU regulations statewide. For Issaquah specifically, the new framework:

  • Allows up to two ADUs per single-family lot (one attached, one detached) in areas with city water and sewer
  • Eliminates owner-occupancy requirements for ADUs
  • Reduces setback requirements for DADUs — side/rear setbacks as low as 4 feet in many jurisdictions
  • Prohibits parking minimums for ADUs within a half-mile of transit
  • Streamlines permit processes — Issaquah must process ADU permits within 60 days

In Issaquah Highlands, DRC design standards still apply to ADU exteriors — materials and colors must conform to community standards even though the city permit has been streamlined. In Old Town, creek setbacks and the floodplain can constrain where a detached ADU can be placed even when lot coverage math works.
