A second story is the most complex addition there is, because it affects the entire house rather than a corner of it. Everything above the first floor has to be carried by what is already below it.
Before anything is designed, a structural engineer decides whether your existing foundation and first floor walls can take the load. On Seattle homes built before 1980 the answer is often no without work, and that work runs $30,000 to $100,000 depending on what is found.

A simple gable roof is cheaper to frame and finish than a hip roof, a shed dormer or a multi gable roofline. Every valley, every hip and every change of direction adds framing and roofing labor.
Bathroom finishes are the biggest finish variable by a distance. Two bedrooms and one bathroom at standard finishes costs $80,000 to $120,000 less than the same addition with a luxury primary bathroom, heated floors, custom tile and a freestanding tub.
Those are both decisions, not discoveries. Which means unlike the foundation, you control them.

Permits, drawings and how long this takes
A second story addition in Seattle needs a full building permit. The drawing set covers architectural floor plans, elevations, sections, structural engineering and energy compliance. Seattle’s standard plan review for a second story runs 8 to 12 weeks.
This is the project type where the design work earns its fee. Getting the staircase in the right place, the roofline in proportion and the exterior character consistent with the street are design problems, not construction problems. A contractor cannot solve them with a framing crew.
