City of Sammamish building permit fees for a $750,000 remodel

Sammamish publishes its fee schedule and the code that says how a remodel is valued, so you can do the arithmetic yourself. Here is the 2026 schedule worked at $750,000, which document each number came from, and what I could not confirm.

Budgeting a Sammamish remodel over $750,000?

    Key takeaways

    • On a $750,000 remodel that adds no floor area, the City of Sammamish’s 2026 fee schedule gives a building permit fee of $5,397.71, plan review of $3,508.51, a $753 planning review and a $91 energy code fee. With the city’s 15 percent technology fee that is $11,212.75, or $11,219.25 with the state’s $6.50 permit fee.
    • Electrical, mechanical and plumbing are separate permits. On my assumed scope they add $2,840.63. Tree, shoreline, grading, fire and utility district charges apply only if your project triggers them.
    • City fees are a separate line from my fixed fee for design and permit, about $10,000 to $200,000 depending on scope, and from construction cost.

Short answer: on a $750,000 remodel that adds no floor area, the City of Sammamish’s building permit, plan review, planning review and energy code fees come to $9,750.22. The 15 percent technology fee adds $1,462.53, which makes $11,212.75 on the city’s schedule, and $11,219.25 once the state’s $6.50 fee is added. That is my arithmetic on the city’s schedule, not a city estimate. Trades, trees, fire and utility district charges come on top, depending on your lot.

Piper Cole Architects is based in Kirkland. I design and administer construction, and I do not build. My fixed fee for design and permit, about $10,000 to $200,000 depending on scope, is a separate line from the city’s fees. Every amount below comes from a City of Sammamish document, or state law, that I read on October 19, 2026. The $750,000 value and the trade scope are my assumptions. I found no fee estimator on the city’s fees page, so confirm every amount with the Permit Center before you budget. For setbacks, height and trees see my Sammamish zoning guide, and for how I work here my Sammamish remodel architect page.

Which documents the numbers come from

Sammamish’s code says permit fees follow the schedule in the city’s fee resolution, and plan review is a separate fee on top. These are the documents I used:

DocumentWhat it isWhat I took from it
2026 Development Fee ScheduleThe PDF on the city’s fees page. It prints no resolution number or date; its file properties show it was created June 29, 2026Building scale, plan review, energy, planning, trade, fire and public works lines, and the 15 percent technology fee
Resolution R2025-1121, Attachment AListed in the city’s document center as amending the master fee schedule, uploaded November 20, 2025; the attachment prints no date. Council minutes show a consent item to amend the master fee schedule for 2026, approved 7 to 0 on November 18, 2025, without a number. I matched the two by titleConfirms the building, trade and planning amounts in my examples. It differs from the posted schedule on a few other lines
Resolution R2026-1143, Attachment APassed May 19, 2026, in effect with Ordinance O2026-595. Its title says it amends the impact fee section; its attachment is the whole 2026 scheduleImpact fees, and the four lines where it differs from the November 2025 attachment. On the lines I compared it matches the posted PDF
Ordinance O2026-595Adopted May 19, 2026, effective July 1, 2026. Creates SMC 21.06.045The exemption for additions
Ordinance O2024-564, Attachment AAdopted March 5, 2024, effective March 15, 2024. Amends SMC chapters 16.05 and 16.20, which carry the 2021 Washington codesSMC 16.20.025, 16.20.340 and 16.20.350, and the fire code sprinkler rule
Permit Center FAQ and remodel checklistCity pagesWhen fees are paid, and the water and sewer certificates
RCW 19.27.085State lawThe $6.50 fee on each residential building permit

The schedule assumes a typical scope of work, and the director may charge time and material beyond it. A 15 percent technology fee is added to each fee on it, except impact fees, stormwater rates, surface water development charges and code violation penalties.

    How Sammamish values a remodel

The building fee follows the value of the work, so the valuation rule matters more than any rate. Under SMC 16.20.350, as printed in Ordinance O2024-564, you estimate the value when you apply and the permit center makes the final determination, based on building valuation data from a nationally recognized code organization, with a possible regional modifier. SMC 16.20.025 defines value as the estimated cost to replace the building, or the portion of it, and its equipment in kind, at current material and labor replacement costs, including the contractor’s overhead and profit. The Permit Center FAQ says building and electrical fees rest on the “fair market value of the work.”

For a remodel I start from your builder’s bid, overhead and profit included. I found no page that names the valuation table, the modifier or a rate per square foot, or says how the center tests a low bid, so ask the permit technicians in writing what they accept. SMC 16.20.340 also sets a floor: the permit fee cannot be less than the hourly inspection fee times the expected inspections. At $180 an hour, $5,397.71 covers about 30 hours.

    Worked example: a $750,000 remodel

Assumptions: one dwelling unit, no added floor area, a $750,000 value the city accepts, regular plan review. I read the planning line for Additions/Remodels and the energy code line for Residential remodel/addition as the ones a remodel pays. The arithmetic:

    StepWhere it comes fromArithmeticAmount
    1. Project valueAssumed$750,000
    2. Building permit fee2026 schedule, building sliding scale, $500,001 to $1,000,000$750,000 − $500,000 = $250,000, which is 250 thousands; $4,735.21 + (250 × $2.65) = $4,735.21 + $662.50$5,397.71
    3. Plan review fee2026 schedule, 65% of permit fee$5,397.71 × 0.65 = $3,508.5115, rounded$3,508.51
    4. Planning review2026 schedule, Planning Division, Additions/RemodelsFlat fee$753.00
    5. Energy code2026 schedule, Residential remodel/additionFlat fee$91.00
    6. Subtotal$5,397.71 + $3,508.51 + $753.00 + $91.00$9,750.22
    7. Technology fee2026 schedule, 15% on each item$9,750.22 × 0.15 = $1,462.533, rounded$1,462.53
    8. City building line$9,750.22 + $1,462.53$11,212.75
    9. State feeRCW 19.27.085, not printed on the city scheduleFlat$6.50
    10. Total$11,212.75 + $6.50$11,219.25

Rounding each line before adding the 15 percent gives $1,462.54 instead of $1,462.53, one cent more. The printed bands do not join exactly: $500,000 gives $4,738.51 in its band against the $4,735.21 base of the next. A value of $1,000,000 sits inside the $500,001 to $1,000,000 band, which gives $6,060.21, while the next band’s printed base is $6,061.07. I use $6,060.21. My Sammamish architect page uses the $6,061.07 base for that row, so its $1,000,000 total of about $12,471 is $1.64 higher than the $12,469.85 here. The same method at other values:

Project valuePermit feePlan review (65%)City line with planning, energy and 15% feeShare of value with state fee
    $500,000$4,738.51$3,080.03$9,961.921.99%
    $750,000$5,397.71$3,508.51$11,212.751.50%
    $1,000,000$6,060.21$3,939.14$12,469.851.25%

For scale, my Redmond, Kirkland and Bellevue pages give $15,984.90, $11,897.56 and $14,919.50 at the same value, each with the state’s $6.50 (this page: $11,219.25).

    Electrical, mechanical and plumbing

Each trade is its own permit on the same schedule, with the 15 percent fee added. Electrical follows the value of the electrical work; mechanical and plumbing remodels are priced by item. The schedule lists no plan review percentage for these trades on a remodel, so I add none.

    PermitWhat the schedule saysNote
ElectricalValue of the work: $25,001 to $50,000 is $646.36 for the first $25,000 plus $40.63 per additional $1,000; $50,001 to $100,000 is $1,662.08 for the first $50,000 plus $33.24Low voltage has its own scale
MechanicalCombo permit: up to 3 items $134, each additional $45. Stand-alone items $134 eachThe schedule does not say how a combo permit counts items
PlumbingSame: combo permit $134 for 3 items plus $45 each additional; stand-alone $134 eachSame question on counting

My assumed scope, not a quote: $50,000 of electrical work; one air handler, one heat pump and four exhaust fans, which is 6 mechanical items; 12 plumbing fixtures. Electrical work of $25,000, $50,000 and $100,000 costs $646.24, $1,662.11 and $3,324.08 before the 15 percent fee.

    PermitArithmeticWith 15% technology fee
    Electrical$1,662.11 × 0.15 = $249.32; $1,662.11 + $249.32$1,911.43
    Mechanical, combo$134 + (3 × $45) = $269; × 0.15 = $40.35$309.35
    Plumbing, combo$134 + (9 × $45) = $539; × 0.15 = $80.85$619.85
    Trades together$1,911.43 + $309.35 + $619.85$2,840.63
    City line plus trades$11,212.75 + $2,840.63$14,053.38

If the city treats mechanical and plumbing items as stand-alone permits at $134 each, six mechanical items cost $924.60 and twelve plumbing fixtures $1,849.20 with the fee, so confirm the counting. Add the state’s $6.50 and the sample comes to $14,059.88.

Huang Residence, Piper Cole Architects. A primary bath with a glass shower, soaking tub and tall windows. Plumbing on a remodel is counted by fixture.

Charges outside the building permit line

These come from the same schedule. Each applies only if your project triggers it, and most take the 15 percent fee.

ItemWhat the schedule setsWhen it applies
DemolitionSingle family demolition permit $261 plus a $513 site bond; Public Works demolition plan review support $655Only if you take down a structure, such as a garage
Tree removal$139 flat. The November 2025 attachment says $132I could not confirm a house remodel needs one; tree rules are in my zoning guide
Third-party reviewsDeposits: arborist report $1,200, critical area report $5,000, geotechnical report $4,000. A second table lists $1,000, $2,500 and $3,500Slopes, streams, wetlands or protected trees. You cover actual cost
ShorelineExemption letter $810 flat. Substantial development, conditional use or variance $8,330 base, plus $1,938 at Public WorksLake Sammamish, Pine Lake and Beaver Lake lots; see my shoreline exemption guide
Clearing and gradingPlanning review $267 base up to 100 cubic yards, $811 for 101 to 1,000; Public Works $543 and $382If the city says your remodel needs one
FireResidential 13D sprinkler system $728; tank and pump $1,001; fire flow and access review $182 per hourOnly if a residential system is required or altered
Surface waterAdditions up to 350 square feet of new impervious area $379.81, then a per 250 square foot charge listed as $370.93New impervious area only. The November 2025 attachment says $379.81 for the second charge

Two triggers worth knowing. As printed in the 2024 ordinance, SMC 16.05.130 requires sprinklers in an addition worth 50 percent or more of the King County Assessor’s building value that leaves the building over 5,000 square feet of gross floor area, with a phasing plan of up to five years if the fire official approves. And the city’s remodel checklist says a sewer or water availability certificate from Sammamish Plateau Water or the Northeast Sammamish Water & Sewer District is needed when the project exceeds 50 percent of the property’s assessed value or adds plumbing fixtures. The city states no district charges, so I price none; ask the district.

Impact fees and the affordable housing fee

I found no impact fee that applies to a remodel inside the existing walls that adds no dwelling unit. SMC 21.06.045, adopted by Ordinance O2026-595 and effective July 1, 2026, charges impact fees on development that creates demand for added infrastructure and lists additions to existing residential structures among the exempt activities. The Community Development Director decides whether an activity is exempt. Parks and transportation fees are charged by the square foot of a new housing unit, up to 3,500 square feet, and school fees per dwelling unit. A replacement house pays only for added floor area if a complete building permit application is filed within 12 months of the demolition permit and no dwelling unit is added. My zoning guide has the arithmetic for a new house and the affordable housing fee, and when a remodel counts as a new house covers that line.

When you pay, and review times

The Permit Center FAQ splits fees in two. Submittal fees are paid when you apply and cover plan review. Issuance fees, paid when the permit issues, generally cover inspection and administration. The inspections page adds that you pay a re-inspection fee, which the schedule sets at $180 an hour, if work is incomplete, corrections from the last inspection are not addressed, or you cancel after 8:00 am on the day.

I found no published review time. The FAQ gives staff a goal of finishing within “timeline targets” and no number, and the building division page says staff transitions may reduce service. Extra building reviews cost $182 an hour. On my side, design to permit submission typically takes 2 to 4 months before the city’s clock starts; see my timeline guide.

    What I could not confirm

    • The number and date of the schedule as posted. The PDF prints neither. Its lines match Attachment A to R2026-1143, passed May 19, 2026. I matched R2025-1121 to the November 18, 2025 consent item by title only.
    • Which version governs where they differ. The posted schedule and R2026-1143 charge extra building reviews from the third round, $139 for a tree, $1,053 for a temporary use permit and $370.93 per extra 250 square feet of impervious surface; the November 2025 attachment says after one re-check, $132, $1,080 and $379.81. The later document carries the posted numbers, but R2026-1143 says it amends the impact fee section, so I cannot confirm the council meant to change these. None is in the $750,000 example.
    • The current text of SMC 16.20.350. I read the March 2024 ordinance, because the city’s code site blocked my reader.
    • The valuation table and how a low bid is tested.
    • Rounding of the 15 percent fee, whether a remodel pays the planning and energy lines as I read them, how combo permits count items, and whether the city collects the state’s $6.50.
    • When tree, grading and environmental review fees apply to a house remodel.

City fees, my fee and construction cost

A remodel budget has three separate lines. The city line leaves out the extras above.

    Questions

How much are building permit fees in Sammamish for a remodel?
They follow the value of the work. Under the City of Sammamish’s 2026 fee schedule, a $750,000 remodel that adds no floor area pays a $5,397.71 building permit fee, a $3,508.51 plan review fee, a $753 planning review and a $91 energy code fee, plus the 15 percent technology fee ($1,462.53), for $11,212.75, and $11,219.25 with the state’s $6.50. A $500,000 project comes to $9,961.92 before the state fee by the same method and a $1,000,000 project to $12,469.85. Electrical, mechanical and plumbing permits and any trees, fire or utility charges are extra.
How does the City of Sammamish calculate building permit fees?
The permit center finds the project value, then applies the building sliding scale on its fee schedule: a base for the first part of each band plus a rate per additional $1,000 or fraction. Plan review is 65 percent of the permit fee and is paid at application. Planning and energy code fees are flat. A 15 percent technology fee is added to each fee. The valuation is the cost to replace the work in kind, including contractor overhead and profit, and the permit center makes the final determination under SMC 16.20.350.
Where is the City of Sammamish fee schedule?
On the city’s Fees (Permits and Applications) page under the Permit Center, which links the 2026 Development Fee Schedule PDF and a page on the July 1, 2026 impact fee update. The schedule is set by council resolution under SMC 16.20.340. The posted PDF prints no resolution number or date. Its lines match Attachment A to Resolution R2026-1143, passed May 19, 2026, which amends the impact fee section. The document center also lists Resolution R2025-1121, uploaded November 20, 2025, and the two differ on a few lines that a remodel’s building permit does not use.
What is the 15 percent technology fee in Sammamish?
A charge the schedule says is applied to each of its fee items, except impact fees, stormwater rates, surface water development charges and code violation penalties. On a $750,000 remodel it adds $1,462.53 to a $9,750.22 subtotal. I could not tell whether the city rounds it by line or on the total, which would change the answer by one cent.
How does Sammamish value a remodel for permit fees?
You give an estimated valuation at application. The permit center decides the final value from building valuation data published by a nationally recognized code organization, with a possible regional modifier (SMC 16.20.350). The code defines value as the estimated cost to replace the work in kind at current material and labor costs, including contractor overhead and profit. I found no published table or rate, so bring your builder’s bid and ask the permit technicians what they accept.
Do Sammamish impact fees apply to a remodel?
Not for work inside the existing walls that adds no dwelling unit, as far as I can find. SMC 21.06.045, effective July 1, 2026 under Ordinance O2026-595, exempts additions to existing residential structures, and the Community Development Director decides whether an activity is exempt. Parks and transportation impact fees are charged by the square foot for a new housing unit, up to 3,500 square feet, and school impact fees per new dwelling unit. A replacement house pays only for added floor area if a complete application is filed within 12 months of the demolition permit and no unit is added. Confirm with the city for your case.
What does a Sammamish remodel pay for electrical, mechanical and plumbing permits?
Each is a separate permit with the 15 percent fee added. Electrical follows the value of the electrical work: $1,662.11 at $50,000 and $3,324.08 at $100,000 before the fee. Mechanical and plumbing are priced by item: a combo permit is $134 for up to 3 items plus $45 for each additional item, and stand-alone items are $134 each. On my assumed scope the three come to $2,840.63. The schedule does not say how a combo permit counts items, so confirm it.
Are permit fees part of the architect’s fee or the construction cost?
Neither. City permit fees are a third line, set by the city’s schedule and the value of the work. I quote a fixed fee for design and permit, set by project budget and location, about $10,000 to $200,000 depending on scope. Construction is the builder’s bid; my planning ranges are $300 to $550 per square foot for a whole house renovation and $350 to $650 for additions. Ask your builder whether permit fees are in or out of the bid.
How long does Sammamish take to review a remodel permit?
I found no published review time. The city’s FAQ says only that staff aim to finish within timeline targets, and the building division page warns that staff transitions may reduce service. Ask the Permit Center for a current estimate for your scope. On my side, design to permit submission typically takes 2 to 4 months.
